California's early-childhood commissions have spent more than
$164 million on public relations and advertising in the last six years.
This was of money from the 1998 Proposition 10 tobacco tax
(at 50 cents a pack), engineered by Rob Reiner.
All to "get the word out about the importance
of early-childhood education".
The "First 5" pre-school program fianlly began
for 100,000 4-year-olds in LA County.
